For the classic fallout games, probably Myron, annoying little twerp, who let's face it, if he had survived he would have become (if he wasn't already) a serial rapist and maybe serial killer.
For Fallout 3, probably Mayor MacCready, although Roy Phillips is up there for me as well
For New Vegas, either the Mick and Ralph's crier, or Caesar. My assessment of him is quite similar to Arcade's

Jeannie May Crawford, all it took for me was to see her face, and when I discovered the bill of sales it sealed her deal. She is one of the few people in the Mojave that i will go out of my way to kill during my TTW runs before jumping into DC to slaughter the rest.

I hate good number of characters in fallout New Vegas so taking one of them is hard but I must say I really don't like Benny and Caesar so on that you can say I hate them a lot. In fallout 3 I hate Fawkes, that peace of schtako is killing everything when you have him as companion, I cant kill anything because of him

Pacer, he reminds me of every knuckleheaded person i've ever met, abuses his power, and go's behind The King's back in doing things without his permission. Know's people won't do anything against him because of his position and get's away with it without such as a slap on the wrist.

Many of the people in that election vault where everyone had to vote for who dies. As I learned in Gopher's latest video, many of the higher ups convinced a woman to give them sexual favors in exchange for not sending her husband to the chopping block. After about a month, they sent him anyway. They're the worst.

Caesar definitely, hate the legion in general, but being as he's the one who started the whole hierarchy of slavers and slaves, he really gets on my nerves when I talk to him in my playthroughs.

Roy Phillips, after everything I did to help him and get him into that tower, he screws it all up and you cant do anything about it without getting negative karma! Oh and Amata and her father and..well, almost everyone in vault 101. Bunch of jerks!

And for new vegas, Boone, I just dislike everything about him. I just wanna slap him! And sometimes i do...with my fists...
