Ulysses. He is New Vegas version of Mr. Burke, but because he talks with poetry and a vague ideological goal people love him.

He basically hates you for delivering a piece of mail. All his ranting about understanding symbols works better in a setting like Planescape then Fallout.

Ulysses condemns you for destroying the Divide, but he is directly responsible for destroying New Canaan, telling Elijah about the Sierra Madre, and breaking the Think Tank out their loop, and you aren't allowed to call him out on it.

The fact that we are meant to  take Ulysses seriously, is what makes me hate me.  Which is evident by the fact that he is hyped up for three DLC, has a entire DLC centered around him, the only DLC boss that you follow their goal and not get a game over.

Myron, from Fallout 2. The son of a bitch acted like he was hot shit, but was an absolute coward and a drain on my party.

He's not a genius, he just found a more efficient way to huff brahmin shit and even tries to roofie you if you play as a woman. Guy is absolute human trash, and I'd have killed him if he wasn't a child.

There is plenty of characters to hate in the games but the one I hate substantially more than any other is Pacer, the Kings member. He's the most arrogant douche ever

Oliver Swanick. That smug dick acts invincible just because the Legion didn't obliterate his legs. Doesn't stop me from putting a round in his head in every single play through I ever make, however.
Seriously, I literally hate him more than I do most villains, and that's pretty sad.

I hate Victor. Lousy robot. He follows you throughout the game.

I hated General Oliver, because he's a d*ck to the guy who runs the rangers, and he's terrible at running an army.

Cachino, I always make it a point to go through Johanas quest when I start a new game to save her and some other girls from Cachino and the Omertas. Cachino is sick and brutal, he's the Joffery of NV.

I'd have to agree on that. Cachino was a real asshat.

I hate Trudy. Because of her predjust treatement of Victor. Guess what? He could've taken more than a couple of hits before breaking unlike that presious radio of hers.

Off the top of my head I can't think of anyone I really hate, but I found Fantastic to be annoying. He's the fake technician in Helios One who is full of crap. Wanted to tie him up and execute him, but the NCR wouldn't have been happy.

Chet...just because he seem's so self centred on his own shop versus the town as a whole ;/, though kind of is a close tie between Chet and Fantastic really...

Sticky from Fallout 3 and both the NCR and Legion factions in NV. Sticky because well.. he is annoying as one can get in any video game next to the Adoring Fan from Oblivion. Ashame there isn't any place that you can just kill Sticky at like Dive Rock in Oblivion.

As for the NCR and Legion.. My hate for them is due to them wanting the player to kill the Brotherhood.. Lets just say the table had turned on both of them after that. Still have yet to 100% complete NV because I just go off and do my own thing once they tell me to kill the Brotherhood.

I really hated Jessup's attitude.. You have a moment of charity and decide to help the co conspirator in your "getting shot in the head" moment, by convincing the NCR to let the Khans walk unscathed and what does Jessup say? No thank you? No, sorry for helping Benny shoot you? Nope, just "YEAH, GO ON!".

For me, it's either Festus the cowboy robot in the Sunset Sarsprilla Headquuarters, Victor the cowboy securitron, moira brown, or colonel autumn. Can't decide but its one of those 4.
