really? Caesar I mean evil is rare it's only view points and ideologies if we follow my example Caesar know how to make and lead a nation in the wasteland so he is not evil if you want a real bad guy you got to choose the president in fallout 2 cause he have the power to stop enclave crimes but he didn't and won't cause he have the ideologue of human supremacie and Divide the human race between untouched rich pigs and normal people who survived (who supposedly mutated but it's all ruse and lies) so he kind of raciste like a high elf in skyrim so the president is much much worse version of Caesar cause Caesar got that ideologue but in a another context and at a really really low level compared with the president.

Elijah. He was just going to murder the world. Even the fiends and the Enclave weren't quite that crazy. Lanius genuinely thought he was making the world better, in his twisted mind, by uplifting the strong. That doesn't excuse him, but he was more than "all die die die." Elijah's victory ending is just ridiculous.

I can see why everyone calls him evil but I do have to say if we're talking about the evilest in all of the new vegas I think the player has him beat but that depends on the player's choices but even without taking in the player there cook cook which tops Caesar

Cook Cook kills and rapes with the mood strikes him, but if you asked him, "Should all people be dead?" he probably wouldn't see the point of that, unless he were too high to understand the question. Elijah seems to want everyone everywhere dead. The red cloud is really bad news.
