@NeoSnow I believe that Obsidian was gonna make the Fiends an actual faction with a reputation system, quests, etc. I know there's a mod called "Take Chems Make Fiends" that makes the Fiends become friendly towards you when you become addicted to a chem and wear Raider armor. It also enables the cut dialogue with the Fiend honchos.

@dantaefetticus Hey that's a pretty good mod. Straight into my load order, the mod I was talking about is called "Fiends Friend" which essentially gives the player a helmet that once worn the fiends would become passive.

definitely ceaser, objectifying women, slaves tribes after killing most of them and brainwashing others. Everytime i start playing new vegas, i always killed them first

For me its Vulpes Inculta I get the feeling he enjoys enslaving torturing and killing he takes a great feeling of accomplishment and pride no chem use just pure evil

Ha in my opinion is the captain of strangers, he abducted people for centuries and put experiments on them, hundreds of millions of people were dying on the ship of these Merian creatures, so that other people's evil is evil.

I know this isn't a character, but more specifically Vault-Tec for sure. Vault-Tech is the most evil (characters) in every single Fallout game.

Their evils cannot be matched by any other individual like Caesar, Vulpes, ect.

Caesar no doubt. Conquered 86th tribes and his men raped women under his command in the process of doing it and kept slaves at his camp. I couldn't see how anyone could ever wanna side with his faction unless it's for fun.

It is hard to say what is truly evil about a lot of the characters. Some are truly sadistic and sick like Cook-Cook, but men like Elijah and Caesar I would say are more driven by an ideology to do the right thing, that has resulted in the death and misery of many people. To some extent, you could argue that even the "good" factions are evil to some extent. The NCR has no doubt left many dead, and who knows what crimes their soldier have committed while marching to Nevada.

Cook-Cook, i mean he is so f*cked up on so many levels its not even funny.
A true psychopath, who rapes people then cookes them with his flamer.
(I think he even serves his victims flesh to his raider gang, but i could be wrong there, not sure)

You the player because all bad endings and killings and major negative effects can happen all because of you. Just like Ulysses said “you can go home courier” and if you did the legion would have never made it any farther.

I personally think that Mr. House is the most evil character in New Vegas. I can't trust him due to Victor smiling too much. No one smiles that much...

Vulpes Inculta just represents the true evil of the legion. Caesar and Lanius both seem to relish the power, but Vulpes seems to relish simply being evil. I don't even think it's a matter of perspective, where he feels he's improving things. Seems like a guy that would be happy to watch the world burn, because it disgusts him. Thankfully, he doesn't rule the Legion, because I get some snake-like Palpatine vibes from this guy.

I think really anyone who sided with the Legion is the most evil. The Powder Gangers seem so harmless compared to those guys. Specifically though? Probably Caesar. His whole egotistical, elitist philosophy really makes me believe he's a horrible person.

Hands down Cook-Cook. I mean, not one redeeming thing can be said about him. NOT A SINGLE ONE.

Legion guys are pretty bad, but more in a "death and cruelty are necessary in the reshaping of future civilization" kind of bad, not the straight-up "I'm gonna rape you, torture you, set you on fire and than eat you because I love it" kind of bad.
