And dats when I put two and three together, to realise that this moonman was actually none other than ol' No-Bark. Stands to reason dun't it? Neither bark none, and No-Bark's the one that dun tol' me about the moonmen to begin with. Anyway, after the shock of seein' a commie moonman, I musta spun my eyes sum cos next thing I know the moonman's gone. But No-Bark can't fool me with his good looks and table manners. I know the truth! He's some kinda WereClaw! Transformin' every half moon into a terrifying moonman deathclaw monster! So steer clear of 'im ya hear? He's the done most evillest character this side o' Nevada!

Guys, we're not mentioning the true evil at play. It's the toaster from OWB. He wants to burn the world and makes the Courier a weapon of mass destruction (Super-Heated Saturnite fist). And let's not neglect the fact that he allows people to commit suicide. Here is a rhyme I came up with to counter the Toaster's harmful doings. "When the Toaster's in the tub, don't go rubba dub dub." What an evil doer, right under our noses. The scent of evil is covered by the smell of yummy toast and butter. The Toaster is the most evil of any evil that could ever be considered evil!

My favorite line of dialogue from him is when he talks about the commie ghosts who don't know their dead, going up to the moon, painting it pink and drawing a Lenin face on it. Caesar has twisted ideals, but he's far from evil. Reading up with interviews with JSawyer and other devs, he's actually inspired by Kurtz from Heart of Darkness and Apocalypse Now. A brilliant man who has fallen into a trance like state with an army of lesser educated at his disposal. Yes, he is quite evil in a regard, but it's all so grey. His followers are far more evil. Vulpes is a brilliant and sadistic mastermind. His actions in Nipton surely show this.

That being said, the most evil character is going to have to be Mortimer or Colonel Moore. Mortimer wants to deceive the White Glove Society to revert back to cannibalism and inflict misery on the Mojave. If he gets his way, people will slowly start to disappear. Caesar is aware of this and wants to exploit this to get an alliance should you side with him.

Moore on the other hand is one of Kimball and Oliver's strongest supporters. She doesn't care for the safety or wellbeing of her troops. She only cares about her rank and getting promoted. She views the grunts of the army as disposable and weak, and will stop at nothing to get more power.

I'd say Vulpes Inculta could be the evilest character in fallout new vegas because of his subliminal voice and plans to harm people; if anyone knows about camp searchlight vulpes inculta is to blame for all the radiation as he sent some legionaries to Searchlight fire station and set off a massive radiation bomb transforming almost everyone stationed or situated there into ghouls friendly or wild. Some evidence to support my claim is going to the Wikipedia of fallout new vegas or nukapedia and actually going to Searchlight fire station and checking the dead legionaries corpses for a note or two saying what to do.

It's like saying a Nazi general is more evil than Hitler(yes, I know the old Nazi comparison isn't very original, but it gets the job done and I'm sleepy). Caesar made the Legion as brutal and cruel as they are. He made them do the things each one does. Lanius may be evil, but not as much as Caesar. I'd say Lanius is on par or even more evil than Caesar. Lanius doesn't compare.

A lot of people in here are only looking at the things they see first hand rather than looking at the whole thing. It's like saying Vader is more evil than the Emperor just because we see first-hand what he does. The same thing goes with New Vegas. People only look at the small fish because that's what the small quests focus on. Caesar has murdered, maimed, crucified, tortured, and all other sorts of evil things and also commands that his whole Legion follows suit. It's like saying the gun is more evil than the guy who pulled the trigger. In your scenario, the Legion is the bullet, Lanius is the gun, and Caesar is the one pulling the trigger. He does so knowingly. His hands aren't clean.

Yes, you are right here about what you said. Caesar is just as evil as Vulpes Inculta but the only thing that made me change my perception on Caesar for me to choose that Vulpes is eviler than him is his voice but then I realise that Caesar says to me "Listen you piece of shit, I'll have my praetorians hack you to death with their machetes for my entertainment" and other evil things, I agree with your opinion and thanks.

Now to take things serious for a darn little second, I noticed a dun lotta people are talkin' about the other bad snakes in the ol' Mojave. Now I know most people will ignore Ol' Earthy cos o' the ramblin's and vernacular and whatnot, but I thought I'd address a few done little points.

Like Colonel Moore bein' the most evil. Maybe. We all done seen some nasty ambitious people in the world, and she ain't no son-of-a-gun like Colonel Hsu, but I think there's still a hell-of-a-distance 'tween treatin' your troops as disposable and burnin' people alive for fun. Or to make a point. Or cos you straight up don't like 'em. Lotsa burnin' people for some reason. Moore's kinda representative of the whole NCR expansionist wing, pushin' a need for more resources and not carin' how they get'em an' all that. But that's a whole other can o' allegorical radroaches.

I think what's interestin' 'bout the villains o' the Mojave is that they can be so dang deceptive. I know we all like that there sonorous voice o' his, but Ulysses is pretty evil in his own right, no different really to that ol' Elijah in wantin' to wipe things clean for their own twisted dreams. Just cos he's more understandable in 'is thinkin' and likeable in 'is manner don't make 'is actions good. He still tries to destroy the Mojave, with giant missiles the size of giant missiles, all cos he din't like how things went before.

Then there's the Think Tank, who all done made us laugh wit' their dirty jokes an' science conundrums, but these are robots who done callously sucked peoples' brains out an' created giant lab monsters. Lotsa which escape inta the Mojave. In the end they try to use your body and brain as vessels to wreak havoc on Vegas. All for an insane belief that science'll create progress. Who for? Even they don't know no more. It could be said that they're pretty dang evil too.

Anyway, Ol' Earthy would talk more but dag nabbit gettin' sleepy. Had too much o' the ol' turnip juice fo' the cazadore stings and it's hard stayin' visible all the dang time.

Kinda off topic, but something I really liked about how they handled Caesar was his voice actor. They could've easily made him sound like your stereotypical medieval warlord, but they steered away from that and made him sound unique from the rest of the Legion. He sounds and speaks like an experienced, made man who knows what he's doing. That sounds way more intimidating than a stereotypical medieval ruler or something of the sort because if you have ever watched Goodfellas, you should know that you should never fuck with made men.

Probably Cook-Cook but to be honest i think just the fiends in general as well as Dermot and Saint James since they're the ones who sell slaves to the fiends. I've played many video games since my very first one 17 years ago and i can i honestly say that a lot of them have made me have some sort of emotional response but i have never been so angry at any sort of npc until i did the side quest involving them.

i think vulpes is THE most evil character in fallout new vegas he burned an entire town by using the lottery poisoned searchlight which caused a boy's parents to become ghouls and was forced to kill them and made the boy go insane the boy i'm talking about is the matthews husbandry farm with the burned out house and note entries anyway he was forced to kill his parents who had become ghouls all because of vulpes and the kid went insane and thought the animals were going to eat him so he went in his house and burned down the house along with him so yes vulpes burned a town and poisoned a town which caused a boy to lose his parents and killing himself in the process and if you install nvr3 he looks like a complete psycho and you can see the burned corpse of the mayor in conclusion vulpes is the most evil character in new vegas tied with cook cook burning a town is one this but having a boy lose his parents and causing astor to lose sleep and having solders suffer is another anyway that is my most evil character in fallout and marko from new vegas bounties that's a whole other story

Fun fact guys, there's a mod that lets you talk to cook cook, he's voiced and everything but since he's always hostile you couldn't initiate dialogue, either a bug or devs were planing something and it was cut. Let me know if you want a link to it. As far as the most evil character in the mojave, I think it's the courier, whether it was intentional or not. Hear me out, he obliterated a whole community which later became the divide. Ulysses says it, and you basically prove him right by doing lonesome road. He says when given vague instructions, the courier follows them without much thinking even if he has no real incentive to do it. During the entirety of lonesome road, the player can turn around and leave but he doesn't. The courier also murders hundreds if not thousands of people who disagree with him. Just my thoughts.
