So let me tell you the problem some of the npc doesnt have eye i dont know that anyone had this issue before if so can someone tell me how to fix it

You have to make sure that the ESPs related to the mods are at the lowest possible level in you load order - what is happening is that the eye part of the NPC is actually more akin to armor; you have another mod editing the armor associated with the NPC and as such removing his eyes.
You can also use FNVEdit or make a bashed patch to fix it

this wouldn't happen to be the one with the Veronica replacer would it? i have the same issue with Cliff Briscoe under that mod, but the other npcs are all fine so i assumed it was because it was a beta release.
i have the mod as the last armor/npc mod in my order and still have the issue. its minor for me as cliff is not important.

the only one that i see that dont have eyes is the goborets of the first recon sniper when i look at him his eyes dissappear

put all the mods from drag at the lowest level in you load order !!

-disable fnv redesigend (when use it) -start a new game or try to resurrect command on the spefic npc
had no issues with the overhauls
