Hello everyone, I had a few questions about Drag's Overhaul Mods

1) Can I safely merge them? NPC Overhaul included?
2) Do I really need the .esp for Upgrades From The Commonwealth? Doesn't it just replace textures/meshes?
3)Does "Upgrades From The Commonwealth" include "FO4 Power Armors"? If not, which one should have higher priority/bottom in MO's left pane?
