One thing I'll say for Bethesda is that they've included in their games the tools to actually reproduce the game itself, or with scripting and writing, something even better. I was thinking how that's actually really unusual. Games don't usually go as far as to include the full toolset to make our own new lands comparable to the base game.

It got me thinking: what games do we really wish had the full toolset at least as good as Bethesda's construction kit? I'll avoid the obvious big names as I'm sure some will be mentioned, and say "This war of mine" has some tools but they're kind of anemic. I can design a custom character with the scenario editor -- but only sort of. I can choose from a set of skills, but those skills aren't the same list that the base game characters use. I can't set my custom character's morality either. Full moddability to create anything, even with a scripting engine like Bethesda, would be interesting.
