so all of a sudden i cant open my item tab in my pipboy earlier it was saying the weapon mod menu was having an error i turned it off and i still cant check my pipboy

Are you running New Vegas Script Extender? (NVSE)
If you are, try restarting your game.
If you aren't, make sure you install NVSE before playing, and launch New Vegas with the NVSE launcher.

i have restarted new vegas many times and i got nvse

This just happened during progressed gameplay or you've just started the game? If it's progressed game, then this looks like a mod conflict. Try to disable mods prior to the bug you have encountered or you might to try reloading an old save (where this said bug didn't occur). Double check you NVSE in the console if it's working and if you have the correct version. Some mods requires the updated ones. Cheers!

how do i check the nvse in the console

typen in "GetNVSEVersion" without quotation. If the command returns with a number it's installed correctly. The number represents the version of NVSE. If it returns with errors you might wnat to check ur installation

this could have happend when a hud mod overwrote another mod its a common issue its fixed most of the time by http://www.nexusmods.com/newvegas/mods/57174/? this , can you to be sure tell me when this started happeing ( after installing something or out of a sudden ?)

Are you using the conventional pipboy or its the readius/another pipboy changing mod? Do you have any other mod that changes or simply "touches" a little bit the pipboy?

now new vegas wont even go on im just goging to delete mod organizer and see if that helps hopefully that works

Did you uninstall Readius, and if you did, how? It requires a bit different way to uninstall than you might expect.

Yeah did you uninstalled and you have the normal pipboy now? Did you uninstall readius the right way?

In my opinion MO (Mod Organizer) is s··t because it gots a lot of problems with mods and some other stuff. Try to use NMM or FOMM. MO has got a lot of incompatibilities for me.
