Enboost configuration is just something I want to rule out as well. It can cause fps issues when it isn't configured properly, and most enb authors don't fully set it up for the user. The reason why I am curious is due to it actually affecting how the game manages memory; it does more than just make the game look prettier.
Could you check the following in enblocal.ini;
1.ExpandSystemMemoryX64
2.ReduceSystemMemoryUsage
3.VideoMemorySizeMb
4.ReservedMemorySizeMb
Just let me know which ones say true or false, and what number is written for
#3 and
#4.
Unfortunately, such logging systems didn't begin to exist until skyrim; unless someone else knows something I don't and wants to chime in.
What you would have to do is start by disabling all your non-stability mods (except frontier, New Cali, and awop), COC to a problem area, and see what happens with your fps. My other suspicion would be script lag being caused by something. This is my personal opinion but I would also take a look at seeing how it performs without lootmenu if you wish to test it; those FO4 style loot mods are notorious for being buggy.
