Should fallout 5 have the Shi? Empty

Yet another long one about my thoughts on fallout
There are no doubt a lot of places we all want to see if Fallout 5 comes out.

The Shi are one of the important groups from the past fallouts that appear to have been forgotten.  Maybe they were completely destroyed?  It seems likely that this was the case -- or the writers literally did not want to acknowledge them.

But I expected them to be big.  Advanced weapons with the eventual ability to manufacture power armor and vertibirds and radiation-eating plants. Almost certainly have chinese stealth technology too.  They had a very powerful super-computer that was supposed to be almost god-like (I think canon-wise it was destroyed?) but it shows the sort of know-how they might have.    Right in the center of NCR territory.  I think we can assume that the NCR didn't integrate the Shi successfully, or the NCR would have been much, MUCH more powerful in New Vegas.  Their technology was "passably civilized" rather than "mega-sci fi."

Story-wise, if they used their vertibirds to reach big mt... all kinds of techno-shenanigans could arise.

Politically, what if the Shi, being descended from a chinese submarine crew, are still influenced by communism (maybe just a faction of Shi), or otherwise not exactly friendly toward the idea of a revitalized United States (be it enclave or NCR.)  They don't necessarily have to be evil (in fact, it'd be best if neither they nor the NCR were entirely good or evil, just different interests and shades of grey.)  It seems like it should be trivially easy for them to, you know, invent boats and find out what's going on back in the west.

We could find out exactly what's going on with Vault City and New Reno too -- they aren't on the list of places that are definitely under the control of the NCR, we just have rumors and guesswork and tidbits here and there, but the canon lists of NCR territory don't include them to my knowledge.

New Reno could be an interesting "shadow government" sort of thing... with a crime boss who manipulates senators behind the scenes with blackmail or money.  The Van Graffs probably inherited the enclave tech being originally used by the Salvatores.  A Mr. Bishop of the Bishop mafia family was descended from the fallout 2 player character...

In some New Vegas endings, the Khans and the Followers of the Apocalypse united into a very powerful empire in the north... their particular abilities complimented each other really well.  The khans knew how to make the drugs that the followers knew how to use medically, and the khans could provide the bite that the followers lacked.  I can't help but think that this is an interesting result that would be wasted if it were forgotten or declared non-canon,and could figure into the political situation in f5.

The followers-khan empire, I think, is the ending where Lanius is in charge of the legion, and is convinced to go home without a fight, to "wait, and strengthen the legion."  In that moment, Lanius showed that he wasn't a mindless killing machine, and was probably smarter than Caesar realized.  Knowing that the Legion was waiting and growing power, the NCR would panic and really, really want the shi technology, to be able to stand a chance in the eventual confrontation.

And maybe we could tell a Fallout story where all three icons of fallout -- the brotherhood, super-mutants, and the enclave aren't super-powers.

I feel F5 should have a good guy take on the enclave. I want a fallout where the enclave develops gear like todays U.S. Military. I also would like the idea of the enclave and the BOS working together to stop a common enemy. The enclave would focus on Offense , weapons , armor and the BOS defense , vehicles , tactics. I'd also like the gunners and communist china to become "The worst threat ever since the Institute". Talon company would be a freindly PMC and NCR a hostile one. The Legion would be defeted. The characters of NV , 3 and 4 would be choseable players. And it would take place in China , Washington D.C and Nevada. Maybe factions from F2 and F1 would come back. Weapons from all the fallouts would be in the game. Weapons would be SUPER Mod-able. Water would be purified in D.C. . A new pip boy would be in order too.

If there's a Chicago Enclave (as is the rumors and lore tidbits), I genuinely hope they're not working on yet another genocidal plan. We've seen power-armored factions who hate mutants a few too many times. They'd need to be more interesting for me to care.
And maybe, just maybe, they've released the mistakes the Enclave and Brotherhood made in other areas of the country, and are recruiting locals (that would allow for a U.S. Militia based off of non-powered troops.)

Maybe they're actually still working on the original Enclave plan to go into space, and the other Enclave locations independently went genocidal while the Chicago Enclave kep to the original plan.
Maybe now they actually have a chance of getting into space since the defeat of the Mothership Zeta (if we need an excuse as to why they've been working on it for such a long time.)

I personally don't trust beth with anything from the west coast at this point and would prefer if they expanded on other areas and factions around the US rather than retconning the hell out of previous games. Sometimes being vague about the standings of past factions and places is good, leaves a lot to the imagination.

Yeah, that's true, I'd prefer that they don't mess with it. They'd probably completely erase all of the old lore from the first two fallouts, at the very least.
