I am aware that these types of questions really can annoy people... I do apologize. Anyway lets get to the point. I found this images on gunetwork, some random guy posted them. I tried to get into contact with him but no luck. Here are the images:

I am not completely sure, but I think that might be one of dragbody's ports to New Vegas. If it is, it will be found in the "dragbody's VGU armor and races" mod, here on the site. You need Colonial or better rank/status to view and download it.

I believe the hood is the British S. A. S one from one of drag's old packs. However, for the armor itself I'm not so sure.

i cant help noticing the Russian styled emblem and writing on the chest area, my guess its a metro 2033 port or maybe stalker
