| From what I've found from searching google it seems that running the DirectX End-User Runtime Web Installer seemed to help.
For others apparently running Steam in admin mode helped or reinstalling Steam itself (apparently for registry errors). _________________ “The worst thing that could possibly happen to anybody would be to not be used for anything by anybody. | Remove the XBox module from Windows 10. Once removed, then run the FNV4GB.exe in admin mode.
