Cannot launch FNV Empty

For some reason I cannot launch FNV from MO2, steam, vortex or the install folder when I have an ENB in the FNV installation folder. FNV works fine without the ENB.

Does anybody know what is causing this?

Edit:

Nevermind, I found out that disabling fullscreen optimization caused the issue after backtracking for a bit.
