New Vegas was special, in that it was a major city that wasn't hit. That was the Legend of Vegas, that it had survived the nuclear fire.

But I'd say we can add Boston, Lexington, and Concord, just for starters, to the list. Somehow, Boston wasn't turned into a glowing sea, but if vegas was targeted by dozens of nukes, you'd think Boston would be targeted by at least as many, but its buildings are still standing. Boston was definitely not hit by dozens of nukes. Apparently Mr. House's defense system was not special, it was actually installed in most cities? C

Concord actually looks really nice for a town that has been abandoned for 200 years after a massive nuclear war that turned the Earth into a sea fire and sank continents into the ocean. (the first two fallout games really made the war sound much, much, MUCH worse than what we're seeing in Bethesda.) I think walking down the street it looks nicer than area in the Mojave, and it doesn't have a House or a D'Angelo.

If they do New York or Chicago next, we'll probably add those cities to the list. A real life nuclear war would have cratered every major city on the planet.

Of course, Fallout doesn't really care about "real life" and does its own thing. This way, at least we get to explore the ruins of famous monuments and landmarks, which can be fun too. I'm sure that's the reason for the decision.
