Does anyone know how to install this mod? http://www.nexusmods.com/newvegas/mods/55648/? every time I try to install it it doesn't work.

I'm going to direct you to a youtuber named Gopher. This guy can explain the installation process to you very clearly and will give you descriptive detail as to how to do so.

After you install that mod then go to the mod page in which you want to install and go through his isntallation process. It shows the correct stances and settings that are crucial to choose.
Settings:
You also need to add some settings to the NVSE_Enhanced Camera ini. You get this file from the Enhanced camera mod which im sure you have and you put the file in your nvse folder.
Settings:
fCameraPosX=0.0 fCameraPosY=9.5 fCameraPosZ=6.0
bUseThirdPersonArms=1
bTPArmsEnableIronSights=1
