I have removed all plugins, I have uninstalled the game and reinstalled it, I have tried ArchiveInvalidation, but nothing works, all I have is the cursor and no menu. I have also deleted the ini files and reinstalled them, to no avail. I would really appreciate the help. This all started after the installation of Dry Canyon and the Followers overhaul mod from the Nexus, both of which have been deleted. Please help.

Your game should work correctly "alone", if we're talking about FNV, have you tried this :  simply delete the Steam\steamapps\common\Fallout New Vegas folder, (save your DLCs bsas and other esm/esp files first...to avoid redownloading them) then verify game cache so that Steam re-installs everything properly. Then use the vanilla launcher to determine best settings for your rig and test again with no mods.
