So i started playing some NV again and I got to the strip and back to Novac and with in that time mostly all my NPCs are like super speed walking/teleporting around. I really don't know how to fix this so any suggestion will be great. Has anyone else ever had this before? This is my first encounter with it ever. I did recently install this mod http://www.nexusmods.com/newvegas/mods/61837/? to increase my movement speed and it also increased the NPCs as well i think. But I have turned it off since the problem occurred plus i just use project Nevada movement speed setting now.

It happened to me as well and from what I recall one or several of my saves had this glitch where the rest of them were okay. But I couldn't really find a solution so I just started a new game.

Run through LOOT.
Verify integrity of game cache.
Check to see if the mod had any special uninstall instructions.
Reload an old save.
Download CASM so you have more saves in case this happens again.
