So again sorry for all of the help topics,anyways so when i enable lens in the in-game enb menu its blue for some odd reason is there anyway to fix this?

Do you have a screenshot of the problem? Sounds like some strong anamorphic lens flare in the ENB settings, but I can't be sure unless I see a pic.
BTW I think you could have just updated your old thread.

Make sure you have Anti-Aliasing disabled in your driver and also in-game aswell. The ENB will take care of your AA needs. I doubt that's the problem, but it never hurts to double check.
If that checks out I would suggest starting up the game, hitting Shift+Enter, scroll down to the 'Lens' category and lower a few settings until you find the culprit. Make sure you backup your enbseries.ini before making changes.

I had this problem also except mine was green the problem is the enb most likely wasn't built with the lens effect on so the palette and a few of the settings cause this problem only way I was able to fix it was to change the the lens settings and palette till it wasn't as noticeable.

That's the same one I use for NV. I also have a blue tint, but only when the sun is setting in-game (7PM or so). It goes away eventually for though, once the sun goes down.
Are you using any weather mods?

Some of the presets require Project Reality or Nevada Skies to work correctly. Make sure you have the Vanilla Blackout preset. Maybe re-download and install the Vanilla one again to be sure.
