Just as the title said, it doesn't have to be a joke in a formal sense (question and answer), it could be a line, or even a moment in any game.
Mine would be one I heard from Buddy in FO4: "If 4 out of 5 people suffer from radiation poisoning… Does that mean the fifth guy enjoys it?"
I always use this one as an icebreaker when meeting new people.

Wadsworth from Fallout 3 and his "Humour Emitter Array". Basically all of his jokes where bad that they were actually funny and also coming from a well spoken robot, however out of all of his jokes the best would probably be either
"Ah, did you know the best contraceptive for old people is nudity?" "Photons have mass? I didn't even know they were Catholic. Ha!"

I walked into a bar and saw a hot girl, so I used my VATS, and it told me I had 0% chance to hit that.

Both of these right here. Just...ouch. Brotherhood of Steel was so awful it's hilarious, i couldn't stop laughing at this for a solid five minutes for no good reason. Good one to both of you
I really like the other joke that Wadsworth tells you aside from the two mentioned earlier in this thread.
"Two cannibals were eating a clown, when one looks to the other and asks, 'does this taste funny to you?'" I enjoy that joke more than i really should, it's embarrassing.

Probably very cliche and generic but I'm going to throw out Mr Fantastic and his character and his dialogue in general... mainly the line about the theoretical degree in physics. Just the thought of some regular civilian being in charge of a giant NCR ran power plant and giant death ray is quite hilarious after you talk to Fantastic

Not the funniest but a great moment for anyone who's given it a try
persuading Proctor Ingram into telling you how she ended up in that power armor frame so she explains she was at a staging area for the power armor troops to which player responds, Player: "Not exactly the front line..." Ingram: "I've served my time in the trenches, I don't have to prove anything to you."
Ingram finishes story of how she fell off cliff and almost died to which player responds Player: "I'm finding this kinda hard to believe...." Ingram: "Hey! I'm not spinning some kind of bs war story here. I lost the use of both my legs in that fall. Believe me, I have nothing to prove."
I grumbled and moaned through her dialogue by skipping for added effect and saying things like "ugh" and "blah, blah blah". Spent a lot more time than I should have laughing my butt off going through this conversation, 10x better after listening to the other 3 choices which result in the same sarcastic comment...I'd hardly call getting both my legs crushed surviving/lucky. Of course I agree but you can't win with Ingram so I just try and piss her off.
