| Overthrowing the BourgeoisieThe Courier quickly returned to the Strip to initiate his plan. The ultimate goal was to free the Mojave, that entailed the removal of the NCR and, hopefully, the Legion's destruction. The NCR, in the Courier's eyes, was not capable of doing what was right for the people of the Mojave; people were starving, struggling to meet ends meet and were in fear of bandits. Their principles and the system which their government and citizens relied on was broken and not in the service of the people. The Legion were fascists and, obviously, never sought to do what was right for the people, only for their leader. Before that all happened, Mr House needed to be removed first. Not only did he not help the people of the Mojave, he, in fact, made the lives of Freeside poorer and most likely intended to push them further out, all to garner money and power. He had no intention to rebuild civilisation for the betterment of mankind, he had to go. - Spoiler:
Stage 1: Ally the tribes to support an independent Vegas.
To create this anarchist society, he needed the tribes to support it. Though a few presented a few complications; the Brotherhood was a far-right, isolationist, paramilitary group, their ideology goes against everything the Courier was trying to achieve. He had to think about how to handle them later. Then there were the Great Khans, another tribe he had to think on. The tribes on the Strip were closer and could be dealt with far quicker. The Omertas were the first he went after. He unfolded a conspiracy that the Omertas allied with the Legion and planned to cause a distraction on the Strip, murder everyone in sight and blow up the embassy. He killed their leaders, Big Sal and Nero, and stopped their insidious plan. - Spoiler:
