So,since Bethesda wont make another Fallout game until it atleast 2025, anyone wanna make a story of whatever happened in Four State Commonwealth (Utah,Arizona,Colorado,New Mexico)?
Im thinking of Utah roamed with advanced tribals while the NCR struggle with Wyoming Great Khan as both faction grow larger and trying to expand to Utah. And your character will either wage a civil war among the tribals or let one of the faction deliver "civilization". It just my idea tho, let me hear your idea in the comment section!

The four state commonwealth already has a few established groups. A greater part of Arizona, New Mexico and Colorado were conquered by the Legion. They Midwestern BOS also had some limited influence in Colorado, though it is possible that they have collapsed entirely, since Elder Lyons failed to make contact with them and Caesar claims that the Legion fought and beat the Brotherhood before out east.
Up in Utah the Legion have limited influence but Honest Hearts established that a few tribes exist out that way like the White Legs, Dead Horses and the Sorrows. The mormons are also a power in the region too, depending on the end of the DLC. It is possible for the Dead Horses to become a major power depending on how the Player finished the storyline.

I think your idea could be cool with a post Hoover Dam defeat Legion crumbling into civil war, I don't see them as advanced tribals though. Perhaps well versed in military tactics and training from Caesar's days. It would be cool to see a new Caesar rise from the ashes to take control, or have several tribal warlords attempting to claim it. The player could even have the option to claim it for themselves. Could be pretty cool.

Wasn't most of it under Caesar's Legions rule?

I would love a Fallout: New California like mod/dlc though

I would like to see Lucius to be the new Caesar. I know that Lanius is second commander of Caesar, but under his rule The Legion wont survive within a month after his governtmance. And also that would be cool if we know what happen to The Courier after The Hoover Dam Battle like he/she is now becoming a head researcher of Big MT or rebuilding The Divide with Ulysses or might be just the big boss of The Strip
