I was using Dynamo ENB with FNV Realistic Wasteland Lighting as per MMXoReview's suggestion
Now, I've made my own preset using assests of Dynamo ENB with Midhras' palette for FO3... I've altered it so much that it's pretty much a new preset, which I've tentatively called RUST ENB It requires FNVRWL to get the intended effect.
I'm happy to send you a work in progress version if you wish to try it out? I still have to integrate scegs' Night Vision for ENB parameters. I've tried to make it performance friendly as possible whilst still having all the nice post-processing effects

I was using Lone Wanderer for the longest time I think and I absolutely loved the colour richness and softness of the image (well, visually pleasing really) so if that's what you're going for, definitely that one, but lately I have found Rudy ENB which has given me a very nice "realistic" (quotation marks because I can't really describe it a different way) of lightning and a good crisp image quality whilst still giving me good fps. I had to settle with the "Natural" version as I can't handle the sweetfx from the normal one, it reminds me a lot of enhanced shaders though (it runs on 249 also)

Both Enhance Shaders and Blackout have problems for me, I cannot stand how it looks because the anti aliasing for them makes the game look bad while other enbs may still have that problem for me its less noticeable.
In 3 I use "Rich Color With Blue Shadows" and "Trek Vaseline Cam". I don't touch the other settings. In New Vegas I use "Nice Overall Enhancement" without touching the other settings. I use these in conjunction with Project Reality in 3, and Nevada Skies in New Vegas, to create a desired atmosphere. In 3 I go for a cold and gloomy feeling environment. While in New Vegas I go for a hot, sun scorched feeling. The Imaginator works well in helping to create both environments.
