It would be much easier to port the armor stuff instead the whole thing with the dog. I know i got alway issues when porting custom creatures to new vegas. Also you have to add the face animation for riley, which is in the current situation of plugins for 3ds max not possible. And geck or ck wont help too, only for a headsup hehe. All in all i think that dogmeat from fo4 is much better created then riley. So when i find time i will try to port the armor stuff from riley for dogmeat.

The idea to replace Dogmeat with this model sounds pretty awesome, however it might require a proper adaptation of various dog armour samples which are present in Fallout 4 in order to make them compatible with this model.
