I'm afraid I have to vote NO on the banners as well.
While I do see some potential, the flaws pointed out by DVAted and xzisted could use some work.
It's also worth noting that after the recent voting and addition of new banners that it's become very difficult to choose what will go into rotation so new submissions need to really shine to be considered.
Even if me444's and VeteranAlpha96's banners are not added, their efforts are appreciated and I hope they keep up the good work!

Are we limiting the mod banners to ten only? I made a few banners today that I would like to nominate, just that I have no idea which ones they should replace. How about replacing #20 with the Fallout banner I made? The mod banners are harder to decide on since I feel like it's important to highlight the mods and the modders in this community so i'm still undecided on that. EDIT: The two mod banners I made can also be considered redundant as we already have a Star Wars banner for Cpt. Rex and an Armor Pack banner for dragbody.

I believe the mod banner limit is set at 10 at least for now, I'm sure we'll probably increase that limit in the near future.

As for your Fallout New Vegas banner I absolutely love it the use of space, color, and text is very well done. I vote YES to including it in rotation but instead of replacing #20 I would suggest possibly replacing #10. Both your banner and 10 feature the same character in the same pose, but I feel that yours is a little more visually striking.

Also, as Xzisted said we're glad for the contributions from these members (from any member) and they should keep it up as they are improving, but the 60 we currently have are of very high quality, so any that are submitted really need to be top notch. Currently I would have to vote NO on the Pulp Wars banner. Although I do love the concept I think it could use a little work. The edges of the characters appear slightly rough and pixelated as well as the text, and with an image being a simple black and white contrast it should be as smooth as can be.
I realize I'm probably just nitpicking but as said before with the high quality of current banners new submissions really need to shine.

Exactly, those details would look great DVAted and I think necessary, one could make two versions (red and splatter red font, and we could see what is most striking). It is also an option focusing the 3 images to make this a little more balanced, what you think?

I'd be okay with it replacing either one too, just leave it for you to decide, or we can replace them both by giving another chance to one of the ten banners that were outvoted last time. As for the banner currently in vote, I vote no for the same reasons that Drayce gave.

@DVAted pointed out @Drayce128's suggestion that we change banner no. 10 with @Xzisted's banner, instead of changing banner no. 20. So we'll vote on this.
