anyone here have the solution to the fallout 4 has stopped responding bs with mods active? id greatly appreciate the  help.

Loadorder, mod manager you use, F4SE up to date, game NOT installed in the UAC controlled environment, etc. pp.

Load Order:
i use vortex or f4mm with the newest f4se only thing i have is steam installed out of program files. it works great jut NOT with mods.

I put your load order in a spoiler box so users with lower end computers wont have issues. No Neg Rep given

Well, that loadorder is a mess and I'd be surprised if you even get to the start menu with that.

First of all, all the Horizon esps, including the Architect plugins, need to be as close to the bottom as possible.

Next, Live Dismemberment. The 3 esps you have active literally conflict with each other. You are not supposed to use them all. Chose the one you want, disable the rest.

Synth Overhaul, you are using both color patches, that's not going to work. Chose one, not both.

Unique NPCs, I very much doubt that the essential patch AND the mortal patch will work together. So, once again, chose one, not both.

And finally, if you use LOOT to sort the loadorder, don't use that for FO4. Just don't. Sort it manually following this rule set.

1) Main files, obviously.
2) Keyword mods. Armor Keywords, Settlement Keywords, the lot.
3) Settlement building mods, the ESMs.
4) All other ESMs.
5) Bugfix ESMs and ESPs. Not patches, those come later.
6) Settlement building mods, the ESPs.
7) Settlement building mods, the patches.
8 ) Scrapping mods.
9) Gameplay tweaks. Not patches, actual tweaks. Like, changes to fusion core drain and the like.
10) Follower tweaks. Not new followers, just the tweaks.
11) Aesthetic tweaks. True Storms, Enhanced Blood, the lot. Those come here.
12) Settlement tweaks. Better Settlers and the like go here.
13) Item sorting. Valdacil plugins go here. Any compatibility patches come later.
14) Body replacers. CBBE, Looks Menu, Hair mods and the lot go here.
15) Weapon mods. New weapons go here. Patches come later.
16) Armor mods. New armors go here. Patches come later.
17) Crafting mods. Crafting Workbenches comes here.
18) Weapon mods, part 2. Weaponsmith extended, more weapon mods, these go here.
19) Armor modding. Anything that modifies armors, goes here. This includes Armorsmith Extended.
20) Overhauls go here. Raider Overhaul, Super Mutant Redux, C.A.S.T., the lot. Unique NPCs should be the last in that section because that overwrites a ton of shit.
21) Compatibility patches come here.
22) Alternate start goes here.
23) Horizon and Architect esps go here to ensure that they overwrite everything they have to overwrite.

Note that there are the odd ones out that need to be higher up or further down, depending on your mods, so the best cause of action is to run the whole thing trough xEdit once you've sorted it manually and look for any errors it might throw. Make the required changes and try loading the game.

And finally, you might want to consider creating a merged patch with xEdit but that involves a lot more work, so be prepared for that.

Do not use vortex. I have no clue why people shill it like they do, it is worthless, and messes with many mods

Go back to NMM, and make sure to delete all your mods, and install them MANUALLY, if you haven't done so already

well, whatever mod is causing it seems to be a conflict more then a crash because once i encounter it i have to disable all of my mods.
