I have no idea why, but my game goes into low-res when I'm in/near Sanctuary, but everywhere else is higher resolution. I have no idea why it is doing this. I don't have any ENBs or texture mods. It seems to only be in the general Sanctuary area.

I have that too. Used to be fine back during launch but im 100% sure they screwed something up. Its just stuff that doesnt want to load in and the only fixes people have for it is to install it on a SSD (What madman would do that) or set mipmap skip to -1. Last one works a bit better.
