Does anybody know if there's a mod that allows your companions to be equipped with weapons that have attachable mods?

I don't think there is one, I've asked this questions on many broads and its just gone ignored. Just like having music play in specific events. I think they cannot be done.

Its a shame too, It would be great to have weapons mods be visible on NPCs it just makes sense.

That's such a bummer, wish there was a way to make it work.
