Bugs:

How many mods do you have installed? You may have pushed the plugin limit.

Yeah, when you have too many mods running models and textures get wonky and start acting up. Make sure you clean up your load order.

The plugin limit for New Vegas is around 130 - 139. It might also vary more than that.

Merge Merge Merge. It will fix all of your present issues. Trust me I had ~over 200 active mods bogging NV, now i only have ~103 active mods most of which are just merged mods. Now keep in mind that even inactive mods will do the same thing and screw up nv if you have a crap ton of em.

Thanks for the help guys! I only have 47 mods installed so, I discovered the bug, I had installed the wrong overhaul character fallout.

I highly recommend getting LOOT which which will sort out your mod load order and also get FNVedit to merge any mods that interfere with each other. As others said don't load more than 140+ mods because the game will not load properly.

Keep in mind each computer has a different mod limit depending on specs (mine being 129). Merge to get rid of the red exclamation marks and make use of the archive invalidation option.
