No Brotherhood, no super mutants. I was okay with seeing the Brotherhood in Boston because of how identifiable the area is with MIT so it makes sense in that case. But LA (Louisiana)? The Brotherhood has absolutely no business down there. Super mutants are just overplayed at this point. Seeing them in Boston was a bit too much for me.

Whatever factions they could introduce down there need to reflect the culture. There's a few military bases like Fort Polk and Fort Drum but not much else. There's really not a lot of money or a big population outside of the actual city of New Orleans so it should also have fewer robots walking around than in Boston. What you do have are survivalists, hunters, fisherman, gatherers, people who know how to keep mechanical things up and running for a very long time, epic jazz, some of the best goddamn food in the United States. I actually think it'd be kinda cool if one quest could focus on a post-Apocalyptic version of the Hatfield–McCoy feud.

Swamp Ghouls, Voodoo Cults, Mega Gators, Mutants. Literally started writing out a story, when I wrote down those things.

Imagine a character who runs the entire city of Orleans, and is at war with the Voodoo Tribes leader. Now, problem with Orleans is that its like the shivering isles in the sense that its split between two major areas that are connected. You got the hoppin and safe cities that are all run by Daddy Shango and his organization. But just cuz you safe from the mutants, swamp ghouls, crazies and other nastys doesnt mean your safe from the people in the walls. Orleans is known as a place full of corruption and evil. NCR cant get a hold of it, due to its thick criminal roots, legion cant survive the swamps or the tribals that live there, and brotherhood got nothing to gain by trying to get involved. Its a multitude of cities where the strong survive and the weak...well their fed to the mutant gators or bought by the cap down at the saloon. Orleans is known as a place where the depravity of man can truly take hold, and reveal his true nature. Slavery, the Jet Trade, and of course, prostitution all inhabit this city, as long as you have caps, you will be welcomed with open arms.  

However, living in Orleans is better than living in the swamps. There is some bad juju occurring in that place. See, years ago, the tribals were nothing but drug taking fools wasting away in the thick marshland, no danger to none. Then, one day, Mamma Bones shows up things change fast. Claims she can see into peoples souls, can speak to the dead, and see into the future. Mamma Bones has claimed the lives of many of the Outsiders that step into her swamp, and claims responsible for three of the heaviest attacks on Orleans. One being the burning down of Dixie's Chateau, one of the Brothels in the Kings Harbor, which claimed the lives of many working girls and...paying customers of varied pleasures. This attack also revealed some startling evidence that the attack was meant to claim the life of the mayor of Old Town, a settlement on the furtherest part of Orleans.

Of course, then you have the Followers of the Apocolypse and their bleeding hearts. They help those who are found injured or overdosing on the side of the roads of the cities that make up Orleans. Each city has about 2 or 3 followers on hand, as there are few doctors that actually dont overcharge or try to sell addictive chems to their costumers. Some of them wish to rally against the corrupt that has taken hold of the capital, but they would never talk out of turn in fear of one of Daddys spies overhearing them.
It is on the Kings Docks, this fine sunny day, that a stranger who stepped off one of the boats is robbed at gun point. This stranger has yet to realize the importance of their role in the upcoming conflict for the city of Orleans and its future.

Okay, this is interesting. I do truly believe the next Fallout game will be set in New Orleans and I want it to have the same vibe as NV in some way or fashion. New Orleans should be just like New Vegas, some mysterious benefactor or force (maybe the voodoo forces) keep the city from turning into another wasteland and now forces of evil and good converge on the city similar to how the NCR and the Legion about to butt heads on the Colorado. Now, I believe the game should be set in 2296, 9 years after Fallout 4, and I solely believe that there are two factions fighting over New Orleans. It could be the NCR advancing after charging at Legion holdouts in the east but NO is in Louisiana. The farthest we heard the Legion was in New Mexico which is still like 300-500 miles away which isn't gonna happen. Instead, it should be a option to side with either faction, the good faction obviously wants to save the people, they have advanced tech (no not the BOS), they have the numbers but they lack training. New Orleans is a city of major sin, prostitution runs rampant and is the city's number one activity, followed by gambling, sightseeing, and other things. You are a man/woman who lives in the swamps. One day, you're out cleaning the water pump when all of a sudden you see hundreds of ghouls and humans and mutated horses (Dunno if horses mutated or became extinct, but its generally believed the species of horse died out in the Great War), mounted by women that are priestesses of the voodoo gods. You're family is captured along with you, some New Orleans Resistance Pact soldiers (NORP is the good faction I mentioned earlier) and the some other faction troops. The other faction should be called the Hokabee and are a mix of a variety of people (BOS members, tribals, mutants, defectors from the NORP and a just population who want blood), they believe in slavery, they want to turn New Orleans into a city of blood and death with no one to spare and they are a key and a trigger for the evil forces to converge on NO. They have a motto and it is, Nibi, Qubu, Fotu, (I just came up with this), it means Fire, blood, and lead. The three most prominent and deadly ways to die and to kill. They have less people but have a rigorous training regimen for their members and over 60% of the original people who start the training either die or are turned into slaves to be judged by the Yukitan, the man of the people. The forces that take you are very supernatural (And so it should be known that this story probably will not be canon and plus we know the supernatural exists in the fallout world, it's just not pronounced), the evil forces seem to be a Fallout version of the night king from Game of Thrones, except they are women, they are human and they have red eyes and very dark skin. Every creature they turn gets the red eyes and only can be turned after they die. They can even turn skeletons into soldiers of their army and every dead person is an addition to their army. They only come out at night, and they live underneath the lake floor where they have intricate cities and bases, and constantly come out at night to add dead to their army so they can converge on New Orleans. Meanwhile, the NORP and the Hokabee fight each other out, there lives a mysterious force within New Orleans that seems to be related to a former President of the United States, and he lives on the highest point in the city surrounded by robots, androids, and people as well. Below, his city is populated with many souls, seemingly unaware of the danger that lurks in the swamps, unaware that people die and come back, and go on with their useless lives, f*cking each other and scamming one another. Your story begins now, you must side with either the NORP or the Hokabee and defeat the Red Women, once and for all, before you just become another addition to their army, plus they seem to be very attracted to you for some reason, fight your way out, defeat them, and save the city from total annihilation.

P.S I need to go play something, have fun with my take on what New Orleans should be.

It's a supernatural, fun, exhilarating experience for the whole family! Wink

I would really enjoy two main game factions that are morally grey and have valid reasons for why they are fighting each other, with a Mr. House like figure and Independent ending the player can pursue. With past Fallouts there have always been typical good and bad factions with no real depth or personality. I would enjoy if the two most powerful factions were polar opposites of each other yet down to the player to decide whether they are morally correct or wrong.

Like others have said, the factions must make sense with the culture of the region, but I don't mind if there are some factions that are heavily based on science fiction (like the Institute or Enclave) to emphasize the outlandish bizarre world that is Fallout. Following up from this, more Power Armor factions will be appreciated. I don't mind the BoS returning since they've been in every Fallout game to date and I don't like to break tradition, but if they are going to be included, have them be an alternate ending or a hidden easter egg faction you can join. In my opinion, having the BoS be a main faction from the start is just unoriginal and seems lazy, as if the developers are using the BoS as their go-to faction for everything.

One feature I would love if they added is a fame or honor system, like with Red Dead Redemption or Morrowind. For those who don't know fame and honor in those games reflect how the public sees you and your skill with intimidation based on how many quests you complete, how many innocents you kill and generally it's similar to the karma system if the karma system didn't paint you to be the bad guy for morally ambiguous activities. Essentially it's how renown your character is among the wasteland, and I would love if this feature was added to Fallout 5 being that with Fallout 4 you could be the baddest mofo the wasteland has ever seen and still be treated like you're some small fry rookie.

To compliment this, I think the faction armor system from New Vegas should be combined with the Fallout 4 faction reputation system. I liked the Fallout 4 reputation system as factions weren't psychic and you can be a spy for another faction, but I miss the faction armor system from New Vegas sometimes because it helps with stealth characters quite a lot.

@ZombieRedNeck Great job! Really cool to see people thinking of the overall synopsis for New Orleans if it's ever confirmed to be the next location for the next Fallout game.

There are a couple of ideas I have buzzing in my head for New Orleans:

1. One of the main story factions is a tribe of armed, dangerous, voodoo practicing hippies.

Think of the Freedom Faction from S.T.A.L.K.E.R, but without the access to military level equipment. These tribals are clashing against a militia of Louisiana natives who believe that the tribals are the reason for all the destruction of the Louisiana area due to their practice of voodoo magic and terrorist acts. The tribals may not have military level equipment like the Louisiana militia, but they have the safety of the swamps, their voodoo magic, and the protection of some of the swamps dangerous animals that they have taken in as pets. The leaders of the swamp tribals should be three shamans who lead their own individual tribes. All three shamans should have their own representations of spiritualism and have their own conflicting personalities. The first one could be the representation of anger and be the leader of the tribe that has the most combat training and experience. The second one could be the representation of Hospitality and be the leader of the tribe with the most medical experience. The third one could be the representation of the mind and be the leader of the tribe with mental illnesses. This leader should be crazy as fuck. He should have his own complex way of thinking and be the one with the funniest dialogue. All three tribes regularly practice voodoo and believe that the swamps give them god like powers(which will lead into my next idea).

2. The topic of spirituality should be the main theme for Fallout: New Orleans.

Louisiana, in general, is known for its... interesting take on spirituality. Voodoo magic, Hoodoo, rituals, and the complexity of it all is what would make it a great central theme for Fallout: New Orleans. I would also want it to be taken in a more... realistic manner? The belief on whether any of this stuff is real or just drug abuse should be explored in FNO.

3. The Louisiana Militia.

This big group of Louisiana natives has had enough of the tribal's pollution of Louisiana. They decided that if there is gonna be one set group of people living here, it should be them. They've thrown their money for military grade equipment for battle and mercenaries for an extra layer of man power. The leader of the Militia should be a ghoul mayor who has been an inhabitant of Louisiana ever since the Pre-War days. The mayor fought in the Sino American war. He battled in Anchorage and the Yangtze & Gobi Campaign. His knowledge of war and military tactics are one of the reasons why the Militia is so strong. He also has a soft spot for the Enclave. The militia is varied in experience. Some are exceptional in combat and are used for only that, some know how the insides and outsides of destroyed Pre-war equipment and have been able to develop tanks, armor, gas masks that can tackle the dangerous swamp areas, power armor, and oh yeah... fucking tanks! There are people who know their way around a wound and can make special equipment to combat the swamps and the tribal's voodoo magic.

4. A third faction that is secretive and is out to destroy both factions and take Louisiana for themselves.

This faction is in the background, watching every single move that both factions make and planning their next move. They want Lousiana for themselves. They know the secret power of New Orleans that both factions don't know. This secret of New Orleans would play a huge role in the story of FNO. You can only find this faction through exploring the realms of New Orleans discovering all the signs of their existence.

Well, that is all I have so far for ideas for New Orleans. I would really want FNO to be the Fallout game that deeply explores spirituality. This could be the Fallout game that takes a bit of a backseat on technology and explore the spirituality of New Orleans.

Being from Louisiana I would love to see a Fallout New Orleans. But I would like to see it done right without total stereotyping the area. Yes I think there should be voodoo and hoodoo included somewhere but only as a small side quest similar to point lookouts evil book quest or the dunwich building quest in Fallout 3. It wouldn't make sense for everyone being voodoo believers because not everyone does. Stereotyping a area is kinda insulting. I feel a good way to look at a game set in Fallout in New Orleans would to make it similar to New Reno. New Orleans is known for its crooked politics and crime. A better antagonist would be a crime lord who controls the city and holds it in his grip. Think Asher from the Pitt with his raider army but minus the slaves. Mix with how Mr. House controls the casino's tribes minus the robots and being a 200 year old mummy. This big bad is who you would have to defeat or work for and join on the bad side. Or there would be a rebellion side you could work with and help overthrow the criminal empire and bring peace to the city. Think the railroad or the slaves in Fallout 3 mixed with the militia in Freeside from New Vegas. The city should be rampent with Drugs and booze as well as brothel strip clubs Gomorrah on a larger scale. The type of people you come across in the game are Cajun who live in the swamp area and also thinking back to Point Lookout mutated Swamp People. Your cultist Voodoo believers but only a small faction. And your raiders and bandits. As well as your standard citizens. Other dangers and threats out in the wasteland are mutated giant gators, giant mosquitos, giant nutra rats, swamp ghouls, city rats and rad roaches, bloat flies, mirelurks, gar fish, giant snapping turtles, giant fire ants.
I would like to see new foods added like Craw Fish because that is what Louisiana is known for sea foods.
Hell maybe Craw Fish mutated and are giant ant sized and attack as well and you can collect and boil the meat. You can find the usual drug addicts around the city think freeside. Also jazz music would be a big influence in the game music with a 3 Dog/Mr. New Vegas like dj. That would be a enjoyable experience to me.

@Hoppyhead See I can see where your coming from here man. But, I would see Voodoo and all that playing some big part in the more swampy areas. Even the term Carnival means "Farewell to the Flesh". Anyways, I would love to see a more realistic version, but I cant help but think that the whole mystical version of New Orleans wouldnt play a big part in the story. But thats just me.
Hell, if they made a fallout Ireland, I would totally believe there would be a drunk ghoul in almost every settlement. haha

@ZombieRedNeck it's funny there is a movie called Venom https://en.m.wikipedia.org/wiki/Venom_(2005_film)
The film was filmed in Louisiana and some scenes in the city I'm from Hammond. The Burger joint scene was filmed at Lee's Drive In which is a place I've eaten at many times. In the film they leave the restaurant and literally go down the road and it's a swamp. Every time my wife and I drove past that restaurant we would joke we're heading into the swamp! It's films like that is what I mean <.<
But I do think Voodoo would have a place in the game in the swamp like you said. I imagine the swamp cult like in Point Lookout.

@Hoppyhead Yeah, their couldnt not be some kind of voodoo presence in the swamp areas. Have to be some kind of cult, and lets face it, with most of the post war settlements as is, its not hard to believe some groups in New Orleans would start taking Voodoo more seriously.

OK first of all...we need to get the title right...it's "Fallout: N'awlins" 


I'm kidding...I lived there for a time and couldn't stand to here the "out of towners" trying to say a "local pronunciation" that isn't a local pronunciation.

I want a faction that is centered and focused around the music...and certainly a new sect from the BoS like outcasts or some sort.

A faction that's called the "saints" but they're the local gang...not mafia style more "redneck gunner" style
