I'm not entirely sure how to do it via console commands but if you are to talk to an NPC their head will track round towards you so you're able to roughly decide the direction in which they look. however, if you use the tlc command it will override this and stop NPCs' head tracking so you can take a scren shot standing next to an npc without them looking at you.

I'm pretty sure there are no console commands that do that directly to the npc. There might be some animation mods you could use though. I do not use any of them so I cannot recommend anything.

There are three console sets for skyrim not sure for fallout. I do know that I have tried one of them for fallout and they worked.

MFG phoneme which is face expressions MFG expression which is the different expressions like happy or sad and the last one is MFG modifier which moves the head eyes tilts the head and things like that. The first number in each set is 0 can't remember how high the sets go. Intensity is 0 to 100.

So try MFG phoneme 0 100 to remove it just repeat but change the 100 to 0 to change it back.

@MrComplex

I recommend this: http://www.nexusmods.com/fallout3/mods/20444/? (pretty sure there is a NV version as well).  Its a pose mod that lets you control the angle your character or any NPC is looking, and I've used it to take some great screenshots.
