Sydney was a character I really liked in fallout 3 and I feel like she should of had a bigger role or became a companion. Not only did she have a good personality but she was also pretty badass and was fun to have watching your back in the quest "Stealing Independence". As A result, It would be awesome to see her appear in Fallout 4 somewhere. Additionally, I also really liked Gob, the first ghoul you meet after escaping the vault. He was a decent man who deserved better and I wish there was some sort of quest to get him out of that crappy saloon.

Victor, because he saved my life. But after we decide to disable / kill Mr. House, we find him completely deactivated in Goodsprings. I would have liked a quest that allows you to repair him and make him a friend

I liked Little Buster a lot, he a had a real charismatic underdog feel to him. I thought I was going to run into him again later until I found him dead near the old Mormon fort. But I think Desmond is one of my favorite Fallout 3 characters as well, either him or Knight Captain Gallows.

I don't know, I'd say Carlitos from New Vegas because his quest is quite good but he's kind of hidden away.
He's in the Vault 21 cafe area and since probably no one uses V21 as a safehouse because of the 2 loading screen doors and maze-like infrastructure, he's easy to miss. I only ever found out there's such a NPC on my... 4th playthrough?
