The 15 posts is just a general guideline/bare minimum. Just apply for the colonial group and what you need for promotion are 3 votes from the overseers (orange guys), they are likely already aware of your presence so you don't really need to message them or anything. Just stay active and you will be promoted in no time at all. Also, just a bit of advice for you, the more well-constructed posts you make, the quicker your promotion to colonial will come.
