It's not about allowed it, it's about make it happen, you need a new modified disc to modify the game, cause you need a disc to play it... If you want a new mod to your game, you need a new game disc to test it...
And i don't see a reason to put multiplayer in Fallout, will ruin the singleplayer main story, but coop is ok.

modding a game on console isnt that simple kid im sure downloaded games would work but xbox one has limited hardware and if something went wrong you could screw the whole game the problem is to put files/mods in it what your saying you would need to put the game on a external harddrive ad edit it on a pc and thats pointless process.

Its just that I PERFER consoles over computers when it comes to playing vanilla (i love playing modded though) because all the software for controllers and the game itself runs smoothly.
I'm sorry if I don't understand why using mods on consoles doesn't work, I just think it would be nice. Sorry I didn't know.

With consoles there is an approval process for every patch, every DLC, every piece of content/update etc that has to be performed. There's simply no feasible way to provide that for 88,000+ Skyrim mods (as an example). Not to mention a lot of mods violate copyrights, EULA/TOS agreements, etc.

The best Fallout 4 experience for me would be a bug free, immersive world with endless content. Fallout New Vegas and TTW made that as close as possible with the occasional hiccups. Can't wait to see what F4 will provide.

I would love to see more skills (Big guns for balance!) or at least make them matter a bit more, such as being able to use medicine as a skill to recover small amounts of HP or temporally fix damaged limbs.
Bring back damage types such as; Normal, Laser, Fire, Plasma, EMP, Explosive, and have them work in conjunction with DT (without the 20% damage bleed) and DR, that way armors will be more balanced without being useless (Looking at you vanilla FO3/NV power armor!).
Maybe have more lighting devices other than that pip-boy light (Where on earth did all the flashlights go?)
Better animations ! It gets pretty silly during a serious moment where a character is explaining stuff to you, but he/she has a deadpan face.
Beth did quite well on the gritty retro 50s esthetics, in fact I felt they kinda over done that and forgot to add the Mad Max feel to the games along with some dark humor.
Bring in some more classic weapons. My heart skipped with joy when I saw the Plasma Caster and the Plasma Defender.

Top of my list has gotta be it coming out on the year. Also a new, less buggy game engine. (Not slamming NV but on release it had its issues). I'd love to see more flexible combat in game, maybe even Skyrim cinematic kills, if those would work in Fallout. Oh, and for it to come out some time soon. Did I mention that already?

If I'm feeling like playing vanilla I play on my xbox cuz it forces me not to cheat, and it just runs better for me. while i can run a million mods, my v-card isn't that great so my graphics are JUST ON PAR with my xbox (AND NOT 60 FRAMES) so my xbox is for vanilla

I'm really hoping that Fallout 4 will finally get power armour right, I want to feel somewhat more sluggish than an infantryman with the protection of a tank to make up for it, I want to be able to see bullets visibly ricocheting off the armour, dents in combat, scratch marks, sound effects, all of these things are a must for power armour to be enjoyable to use for once, I'm honestly surprised that after all these years it's been left to fans to make power armour actually seem like what it is - armour to allow an infantryman to become a walking tank.
I'd like to see some kind of COOP but I doubt it, Bethesda tends to be pretty much just single-player - probably because they can't really code when it comes to making bug free games and a multiplayer game will be harder to clean of bugs.

The ability to join the Enclave, I always loved their idea of restoring the old American Dream. And seeing how the main protagonist was from the Pre-War era, he/she may be persuaded to join and restore his/her former life.
