The installer makes it pretty easy.Iv installed TTW about 7 times and it works every time for me and both my games where modded at the time although i dont advise doing that due to its tendency to mess up your install

Please explain clearly what steps you took and where you got the error, your previous posts have been pretty vague and we can't help if we don't exactly where the problem is happening.
And to answer your mod question.
You cannot use Fallout 3 mods unless you've converted them or downloaded a per-converted mod. You can find a bunch here..

Fallout New Vegas mods will work just fine HOWEVER, if its a mod that adds things to the level-list or spawns like say the Monster Mod for NV you will NOT see the new monsters in DC as they only affect the Mojave Worldspace. Some mods that add to the level list like weapons and armors MIGHT appear in DC since Tale of Two Wastelands uses some shared level-list.
Mods that effect Gameplay will work just fine, like the sprinting function in Project Neveda and other such things. Graphical mods like ENB will have varying results and hi-texture mods won't work on the models that weren't in New Vegas already, You'll have to use a converted Fallout 3 mod for that.

Just to clarify on this. Fallout 3 texture mods don't need to be converted and can be placed directly into your data folder as long as the textures don't require a .esp. For example Fallout 3's NMC texture pack works after being dropped into the data folder, but something like Fallout 3's hi res chems would not work without a conversion.

The 7zip issue tends to happen when you don't have a enough free space on your drive. Make some space.
As for NMC's packs, I recommend you use my cleanup scripts and combine the two packs or you have a few conflicting textures, and broken LOD.
It's recommended that you start with a clean game, and install TTW first, and make sure it is working properly. Then you can start installing mods and testing things. Installing into an already modded game or in progress game will surely cause severe issues.
