It looks like the clothes/armor are using the vanilla models, and the vendor head/body issue looks like Breeze's raider skin, with FCO face textures...or New Vegas Redesigned 3.
I'd start by looking to see if the specific outfit meshes for the Kings gear have been replaced by Breeze's mod. Sometimes its install doesn't always work correctly. Try using this version of Breeze...it's NMM compatible and fixes a lot of the install issues from the past: http://www.nexusmods.com/newvegas/mods/48222/?
After re-installing Breeze, run the game and see if that fixed anything. Hopefully, that's all it will take.
If not, then it might get a bit more complicated. The head/body issue...if you're using FCO or NVR3, the mods add additional face/body textures into a separate folders from the main male body. It might be the order in which the mods are installed...just be sure to install the mods in this order:
*install FCO first.
*install NV3, remove .esp & .esm files for FCO...just delete them out of your data folder.
*install Breeze's body replacer and say 'yes to all' to overwrite the files.
*toggle AI on and off, run the game to test if it worked.
Last resort? Checking each mod in game one at a time until you find the one that's buggering up the works. Either remove it or change its plugin with the GECK to use Breeze's assets. It could have it's items set in different folders as to not overwrite vanilla. The short and sloppy way is to just copy/paste/rename to overwrite those conflicting bits, but using the GECK is much cleaner way to do it.
