So in the ending slides I saw that the courier does return to Big MT, I'd like to discuss what new technologies he/she might bring to the wasteland from the big empty, and what effects it would have on the Mojave.
I think there'd be a Flood of lobotomites in the wasteland if my courier got a hold of that much powerful technology

Depends what kind of Courier we're dealing with. A good Karma courier, so most likely NCR or Indie (though preferably indie) was said to slowly reintroduce the technology, so I'm guessing agricultural research, based around re-fertilizing the dead ground, helping to grow crops to support the surviving settlements. I can't see the courier introducing weapons in this way (at least not to the public), so I'd imagine the wepaons research would be strictly prohibited. Using the research to combat the mutated animals studied and created there (namely Nightstalkers and Cazadores).
The Courier also continued the research, or at least allowed it to continue under their watch, so it's likely they had a big say on what was being developed, which again depends heavily on them. Though if I were in charge, job no.1 would be commisioning the roboscorpion forces to wipe out the Lobotomites and other dangers.

Don't forget too, that the BigMT was also home to the holograms of the Sierra Madre which according to Elijah at least, could create a near invincible foe against an enemy with no knowledge of how they function. The Big MT  holds the power to shape the Wasteland for decades to come. I think it's really understated just how much power is there. It's likely a smart courier would carefuly and meticulously reintroduce the tech, restricting it only to what is both safe, and neccessary.

Otherwise, an evil courier could also look to the NCR, New Vegas or the lands of Caesar and see vast lands filled with guinea pigs for their experiments, or lands fit for conquest. Considering the hidden ending of Dead Money, it's worth noting that the Holograms, Roboscorpions, mutants, cyberdogs, Lobotomites, the skeletal suit thingies (What were they called again???) combined with the vast resources of the Big MT, the minds of the think tank (crazy or not, they're still geniuses) and a possible tactical genius in the Courier could create a wildcard that could wipe all three of the major player in the mojave off the map.

As for the couriers karma I agree, I like your thinking with the holograms, how does a holographic armor projector made from the hologram technology sound? Near invincibility. As long as you had a power source.

I've always seen Old World Blues' secrets as, uh, half baked. The ability to splice DNA is revolutionary!!! So obviously the doctors would splice snakes and coyotes, only logical( don't get me started on cazadores). Most of the weapons were very deadly especially to electronics... then you have a gun, with a dog's brain?! Then you have the insane AI(i.e. the toaster). The only formidable tech there is the holograms due to them being almost unstoppable.

OWB is really fun, and possibly my favorite. The whole atmosphere is amazing, it's just some of those eggheads before the Great WAr had a few screws loose.

@GoofyGoo6er Yes, Yes, Yes! Muggy is the best, i do agree i'd like to see what new vegetation would grow in a radioactive wasteland that had been terraformed in some form, could lead to all sorts of situations, massive tree's, new creatures living in said vegetation

@"PsychicKaiser" Now that I think of it, the entire sink should be located in everyone's house. In New Vegas/Nuka World, I was superrrr bummed that you couldn't do more gene slicing. Hoping a modder takes it up one day once we get a new monster mod TongueTril. For crops/flora, I would love to see more and more 'fresh' varieties, as the tech spreads.
