Personally, I don't think there is any specific "set" quests to do TTW in; though I do think it's recommended to start in the Capital Wasteland and work your way to the Mojave after completing everything there.

Myself? I start off in DC and the first thing I do is the DLC starting with Operation Anchorage followed by The Pitt, and Mothership Zeta. Then I do the main questline and finish with Broken Steel. From then on, the entire world is your oyster. I like to stay in DC and do as many side quests as I can before getting burned out and moving on to the Mojave to keep things fresh.

In the Mojave, I feel the main questline has less urgency than that of FO3's, so more often than not I do all of the side quests I can first. When I get bored of side quests, I head into the DLCs: Old World Blues, Honest Hearts, Dead Money & Lonesome Road.
